regression: fix private apps upgrade buttons

Restores a button to the header that was removed by accident on a rebase, also restores the icon to the other upgrade button

Steps to test or reproduce

On a community workspace (no premium) and no private apps installed:

• Go to marketplace/private/
• you should see a empty state with a upgrade button
• the same button should exist on the empty state and the header
