Does HUF actually have subunits?

According to currently used data in config, HUF has subunits (subunit_to_unit equal to 100). I'm not sure if that's a valid approach. According to some sources "The centesimal subdivision of the Hungarian Forint (fillér) was discontinued in 1999" and even the rounding is performed to the level of 5 Ft, so you can't really pay in cash with subunits, you can't even pay like 3 Ft, because it will be rounded up. Apparently in bank transactions you can round to 1 Ft, but it's still impossible to use subunits. Any thoughts?

@Azdaroth judging by the ISO 4217 (https://en.wikipedia.org/wiki/ISO_4217), HUF still has an exponent of 2. It might as well be out of date and probably needs updating, which I'm happy to accept in form of a PR.

As for the rounding, and the fact that 1 Ft can still potentially be used — there's a smallest_denomination option, which is already set to 5 for HUF. Meaning that you can do:

irb(main):003:0> Money.new 9_99, 'HUF'
=> #<Money fractional:999 currency:HUF>
irb(main):004:0> _.round_to_nearest_cash_value
=> 1000

So I guess it's just the exponent part that needs fixing.
