Goes with SEMOSS/Semoss#2016
Fixes the feedback workflow

Changes Made

• Moves toast to the top
• Feedback is saved correctly and loads with the room
• Users can "undo" feedback

How to Test

1. In a chat, click on "good response"
2. Verify that the "thank you" message appears at the top
3. Reload the page
4. Verify the message is still marked with feedback
5. Change the feedback to "poor response"
6. Verify that the "thank you" message appears at the top
7. Reload the page
8. Verify the message is still marked with feedback
9. Click again on "poor response"
10. Verify the message appears as unmarked with any feedback
11. Reload the page
12. Verify the message appears as unmarked with any feedback
