Allow to change RAPID

Add a command line option to specify with which RAPID a job should be run.
Double check on the compute canada website that this is the proper way to name this.

One thing to consider, is that by adding that, smartdispatch is not generic anymore and is specific to compute canada clusters. If there is a simple way to do it from the cluster instead we probably should add this feature.
