Discussion for proposal 2016-001

This issue is for discussion of proposal 2016-001 (Add popCount to WORD signature).

Using this the other day, I also needed another function for which there is often a hardware operation,
which is the countTrailingZeros or (and for feature parity probably also countLeadingZeros),
I just wasn't sure if I should a) create a new proposal on its own, b) create a new proposal containing both c) if it should be added to this one, ?

Probably create a new proposal, since the title of this one is fairly specific. I think that the new proposal could subsume this one (just as 2018-001 subsumed 2015-004).
