Additional Elements - Adding Annex Class

If the example text in https://doc.smpte-doc.org/html-pub/main/#sec-elements-section is used, the Additional Elements section is not titled as an annex.

If one adds the class="annex" tag, the tooling does not complete complaining of a lack of header.

If one then adds a title, hte tooling does not complete and throws an error with no description of how the error can be resolved.

How does one create the Additional Elements item as an annex?
