Separation of Concerns, Remove API calls from the main package to the runner scripts. 

API calls via tendrils should be removed from the main package, instead being moved to the runner scripts as necessary. The main photometry pipeline should be able to run on local files if the right info has been fed in (via the API for flows, but by other means from others).
