Add docstrings to the getter methods for hyperparameters in Regression and Classification models

Getter methods were invented in Issue #306 .

Desired solution

Provide docstring for getters of hyperparameters in Regression and Classification models. They can mostly be copied from the docstrings of parameters in the __init__ methods.
