Updates for CRAN

Looking at our new cran page (Woot), I see a few things we could update:

• Windows and OS X binaries
• github page as a URL
• BugReports linking to github issues
• figuring out why all functions are showing up in the manual

this has an example of the first three

Doesn't look like we need to worry about bullet 1: "Binary packages will be available on CRAN about 1-3 days
after the sources have been published." (from https://cran.r-project.org/bin/windows/contrib/3.6/ReadMe).
