Add smash-arc as a git submodule #2
Description
This allows for generating builds automatically with a custom build script and calling cargo from msbuild. Prebuilt binaries would no longer need to be bundled with SmashArcNet.
- add submodule for smash_arc
- run cargo build when building SmashArcNet
- find a way to transfer the smash_arc binary to another project (ex: SmashArcNetCLI)
