variable resolution grid fields file loading bugs

Two bugs present, pp rules doesnt consider that bdx and/or bdy can set to be MDI (which it can be, as explicitly stated in pp UMDOC F3). This then would indicate that its on an irregular grid.

Fields file loader doesnt not load the extended header information.

there are two issues here:

• the rules do not recognise the missing data indicator for bdx, bdy
• the fields file loader does not load the row and column dependent constants, where the x and y vectors are stored
