This PR bumps the
masterversion to3.1.dev0and pins thelatestfor thewhatsnewtov3.0, and also replaces thelatest.rstwith thelatest.rst.template(empty template), in readiness for lots of lovely3.1contributions 😄Once this PR is merged the
v3.0.xrelease branch can be cut...Consult Iris pull request check list
