Tested by running:

apply_decision_request = {
	'decision_id': 'content_looks_bad_content_abuse',
	'source': 'AUTOMATED_RULE',
	'time': 1481569575
}
c.apply_content_decision("test_James_Gravelle", "listing1", apply_decision_request, timeout=None)

Decision appeared in production console.
