MS-1039 Add camera flash button if available on the device

Notable changes

• If the device has a camera flash, display the button next to the capture button (see screenshots)
• If there is no camera flash, do not show the icon to avoid confusing the users.
• The toggle is hidden by the "displayCameraFlashToggle" feature flag.

Testing guidance

• Start face capture on a device with a flash. Toggle the button on/off, and verify that it works as expected.
