[MS-1177] Logout sync UX refinements

Root cause analysis (for bugfixes only)

First known affected version: 2025.3.0

• During the logout sync, the instructions message was mentioning manual operation, possibly confusing the user
• The sync completion message, although brief, was static, possibly giving an impression of the app being stuck
• A manual sync default instructions were shown, even when the sync button is hidden by default for the logout

Notable changes

• The instruction message for the logout changed to mention automatic operation

Note: non-English translations of the changes resource string are removed - subject to new translation

• A spinning circle indicator of matching style added alongside the sync completion message for logout
• The default sync instructions hidden for the logout
