The ability for users to only have access to certain resources, this would be good for delegating access around.

This should use the user_timetables link thats been established but should be used to further lock things down and simplify (remove the user from even seeing things they dont have access to)

We should probably also change the name of the 'technician' user type into being an 'admin' for clearer communication of what it is.

As a user may be a technician, but they may not be an admin of asgard.

Originally we were avoiding the use of the term 'admin' as we might have admins that are users but not admins of asgard. In hindsight - I think that is probably clear enough to not worry about it!
