Conditionally force install plugins

Due to the way plugin install works, the `--force` flag has to be added. If a plugin is already installed that flag is to ensure the configured version is installed instead of just skipping the plugin.

The optimal solution would be to compare local install against the config and `--force` only if the versions diff.
