upgrade command doesn't save core version

During the wp project upgrade the local version of the wp core is never updated.

temp fix: run wp project save after upgrade.

I wasn't able to replicate this, the local version of core seems to save correctly to the json file...

Hm, interesting. I don't exactly recall when I experienced this.
