Rewrite leaflet map

Currently, the leaflet map implementation in the RoverMap server needed for competition does not work. The tiles for the map are strangely implemented, and currently do not show up. In order to solve this problem, we would like to recreate the leaflet map from scratch, rather than trying to work with the kind of awful current implementation. Then, once we have a working map, we can work on implementing the features needed to work with that map.

Basic map requirements for competition:

• Working map
• Working OFFLINE map
• Waypoints
• Circle overlays
  • Need either meter label or a set 20-meter radius

• Try loading tiles from Canvas extent and see if that's better
• Set up for offline by building and copying to dist
• Test offline
• Try and figure out a way to have better support for being more zoomed in
