Changed catch (e) to catch (error: unknown) and replaced the unsafe type assertion const error = e as Error; with the safer getErrorMessage(error) utility in packages/core/src/tools/web-fetch.ts.

Explicitly typing the caught error as unknown and using the existing getErrorMessage utility prevents potential runtime errors if the thrown error is not an Error instance (e.g., a thrown string or object).
