[Beta v18.0.15] Data View Filter No Long Works with Specific Configuration

Description

I have found a Data View filter that used to work in a specific situation prior to v18, however it no longer works in v18.

I have these settings specifically set so they can be used along with a Dynamic Report and staff can pick and adjust the filters they want.

Here is the entire Data View:

These are the 2 filters that are causing the Data View not to return any results:

Actual Behavior

Data View returns no results with filters as described above.

Expected Behavior

I would hope that the Data View can still function the same as it did in versions prior to v18.
