New circuit
Set circuit for new engine in case rapid starts working. I want to avoid an unexpected update in the middle of the night that breaks AIs.

This will be used to suggest battles to players in big teams and helps the issue where infra sometimes does not remove a player from other queues on accept which results in 30 seconds of an unremovable always-on-top popup.
Allow rejecting only in quickplay for now (so as not to ruin
existing design).
(currently not used elsewhere in code, this just makes the error message spam go away)

Having to wait 30 seconds is annoying for both the player rejecting and the other players waiting for the accept/reject.
