Some of the Exchange packs use py3.8 instead of py3.6.

Allow specifying the py version from the inputs.
Additionally, per https://github.com/actions/setup-python/blob/main/docs/advanced-usage.md#using-the-python-version-input we can simplify python version input to avoid using
python-version-short.
