Eliminate use of astropy logging

It was never meant for use outside Astropy, as per
astropy/astropy#11500

Referring to the discussions at astropy/issues/11500, astropy/pull/11562, it is clear that the astropy logger is meant to be for the internal use of astropy. One of the comments in the discussion reads:

The astropy logger class can be reused to create a custom logger with the same features, but IMO that's a bad idea (it adds custom attributes which makes it incompatible with a standard use).
If you need a more fancy logging library for your application, there are better alternatives (e.g. https://github.com/Delgan/loguru), and it's not something astropy should provide.

Moving forward, there are two ways to implement logging in the repo:

1. Standard Python logging implementation,
2. Using an existing logging library.

The problem with using an existing library is that it might not always be maintained or compatible or serve the exact purpose over time, so it might be challenging to cater to the future needs of the repo. So, I would suggest and have already started integrating standard Python logging. I would like to here more from the contributors...
