Reframes DevTrail's canonical English surface from "AI Governance Platform for Responsible Software Development" to engineering-discipline-first, with compliance positioned as a side effect. Aligns the canonical docs with the explicit hierarchy of Propuesta/devtrail-design-principles.md:

• Principle docs: restructure documentation, add CLI reference and workflows #4 — regulatory compliance is a side effect, not the product.
• Principle refactor: consolidate distribution files under dist/ and update docs #2 — the primary user is the senior engineer orchestrating agents, not the compliance officer.

Scope is EN canonical only. Spanish and zh-CN translations are deferred to a follow-up fw-4.5.x release so this PR stays reviewable.
