Summary

Reframes DevTrail's canonical English surface from "AI Governance Platform for Responsible Software Development" to engineering-discipline-first, with compliance positioned as a side effect. Aligns the canonical docs with the explicit hierarchy of Propuesta/devtrail-design-principles.md:

Scope is EN canonical only. Spanish and zh-CN translations are deferred to a follow-up fw-4.5.x release so this PR stays reviewable.

What changed

  • README.md — new headline ("The cognitive discipline your AI-assisted projects need"); reframed Problem/Solution; new persona section (Who is DevTrail for); new Design Principles summary (12 principles + link to polished doc); new top-level Honest Limits; Compliance consolidated as side-effect section.
  • dist/DEVTRAIL.mdGovernance ContextWhy these rules exist; Fundamental Principle extended to "…and a constrained decision space for the agent."
  • dist/.devtrail/00-governance/DOCUMENTATION-POLICY.mdGovernance FrameworkWhy this policy exists.
  • cli/Cargo.toml description rewrite (visible on crates.io).
  • Bump fw-4.4.2fw-4.5.0 in: dist-manifest, 5 EN governance footers, README EN versioning table, CLI-REFERENCE EN versioning + 6 example outputs.
  • CHANGELOG.md — detailed ## Framework 4.5.0 entry.

What did NOT change

  • No schema changes, no template changes, no CLI behavior changes.
  • ES + zh-CN governance docs and translations remain at v4.4.2 framing/footers (intentional and time-bounded; will catch up in the i18n release).

Test plan

  • README.md renders coherently end-to-end (read in full, nav anchors valid).
  • No fw-4.4.2 references remain in EN canonical surface (grep clean except for CHANGELOG history entries which must remain).
  • No schema/template changes (sanity check; this is a docs/positioning release).
  • Post-merge: tag fw-4.5.0 triggers release-framework.yml; verify devtrail-fw-4.5.0.zip asset attaches.
  • Post-release: smoke-test devtrail update-framework from a tracked checkout to confirm the new EN governance files land cleanly.
