[PROPOSAL] Overall Improvements to Wiki

Summary of Changes:

• Fixed typo @ modding/utils/vtex2
• Partially closes Document Open Source Utilites/Resources #43 and (will soon) close Add page linking to various resources/asset packs #76
• Added a redirect on the Main Page to a new Community/FOSS category for content/tools/resources not directly produced by the Strata Source team but still worthwhile/useful/etc. and "approved".
• As mentioned above, a Community category with a page about open-source Tools & Utilities

I expect there to be criticism and feedback related to these changes :P
