Upgrade to Poetry 2 #924
Description
Upgrade dependency management software to Poetry 2. Update poetry.lock accordingly (via, I think, poetry lock after update).
My goal is to allow Dependabot to create a PR for Python dependency updates. Currently, https://github.com/TACC/Core-CMS/security/dependabot/194 fails to create a PR because it cannot update Poetry 1 projects; it needs Poetry 2 or PIP.
The alternative is manually updating dependencies.
