Implement improved reasoning strategy configuration.

We want to be able to configure the reasoner (interoperability) levels on the smart connector level and Knowledge Interaction level.

• Both on the Java and REST API.

Note that we should consider removing the conditional configuration for the MatchStrategy based on whether knowledge gaps are enabled/disabled.
