ReferenceError: $R is not defined

Describe the bug

When you update to v1.136.4 you get the following error when you go to http://localhost:3000/ in the example below:
(index):1 Uncaught ReferenceError: $R is not defined
at (index):1:580

If you install v1.136.3 it goes away

4. go to http://localhost:3000/
5. observe error in console
