Music player sheet cannot be dismissed by swiping down when scrolled down

Describe the issue that you are experiencing

Expected Behavior

The player sheet should be dismissible with a swipe-down gesture or by clicking anywhere outside the sheet.

Actual Behavior

The swipe-down gesture is ignored. To close the player, the user is forced to scroll all the way back to the very top of the playlist, which is extremely tedious for long lists. Though, it is possible to close the sheet if scrolled all the way to the top.

Steps to Reproduce

1. Open any music bot or a chat with many audio files.
2. Scroll down the playlist to the middle or bottom.
3. Play any audio
4. Attempt to dismiss the player by swiping down on the interface.
