Passenger leaves boat after TP

Attempting to move some mobs and villagers to distant locations using boats.  I can get the villagers into the boat, but when we TP the villager leaves the boat and starts wandering around.  Is there any way to fix this?  A setting I can change to keep the villager from leaving the boat after a TP??
