Badge enhancements

Some ideas to enchance what our badges can do.

Badge pointer/hierarchy/tree

Badges can point to other badges, creating a knowledge tree/graph of badges.

Example Chapter1-rustbook=>rustbook=>rust
Or Cook ramen=> cook pasta=> cooking

Pointers could be separate to badges, could be owned and could be based on votes

Badge TCR/Vote ranking

Badges could be voted on for relevancy. Allows getting rid of spam badges and bumping most relevant badges
