Add `;vetrequest` or Improve `;request` to Support Cross-Channel React Requests

Current Behaviour

Problems, Frustrations, General Description

Currently ;request can be used to ask for addition reacts out of the react buttons that are available on an ;afk check. This request is in the form of a new message in the same Status Announcements channel with an additional button for reacting. This button can have a variable amount of reacts. However, there are cases when an ;afk in Veteran Status Announcements would like to request reacts from Raid Status Announcements due to unavailability of raiders who are able to react for a given react.

Wanted/Expected Behaviour

Improvements, Additions, Changes

There should be a way that Raid Leaders can request for reacts in alternative channels. It should be set up in a manner that utilises the Status Channels stored on the settings of the bot as opposed to hard-coding channel values.

Alternatives

• Adding a new command ;vetrequest to perform this functionality
• Improve ;request such that it can work for standard situations or cross-channel situations

• Come up with a solution for whether to use ;request or create ;vetrequest
• Implement the solution while keeping it configureable to the channels cross-requesting can occur
• Test to ensure it works with ;request and ;afks (Both VC-less and VC)
