Dark mode error in admin settings

Issue Summary

The side menu for settings is invisible when the OS is not in dark mode, but the dark mode toggle is flipped. See image:

Steps to Reproduce

(I originally found this by logging into a site that had probably been toggled to dark mode a couple years ago, on a different computer. Here's the repro case I can do today.)

Log into /ghost, toggle the dark mode setting.
Switch to an incognito tab. Log in. /ghost loads in dark mode.
Click the settings button. The screenshot above is the result.
