This commit introduces essential elements to comply with Community Standards on GitHub. It establishes a robust security policy via
SECURITY.md, implements aPULL_REQUEST_TEMPLATE.mdto streamline contributions, and introduces an ISSUE_TEMPLATE viaIssues.ymlfor standardized issue reporting.
