The gc is built for all platforms now.

The build and packaging happens before any tests are run.

I download 7zip and create our own compressed artifacts for future deployment to Unity. These artifacts include the unitygc dynamic library.

Bare bones implementation until I can further test in a Unity player. This runs simple HelloWorld .NET Core console applications.
