Did I do anything crazy with the resume_mining wrapper / asyncio tasks??

Looking at this code, it looks like you are using asyncio.create_task() to run the pause in the background when you actually want to await it. Awaiting it will block until the tasks complete.

Basically replace asyncio.create_task(stop_all_miners(miners)) with await stop_all_miners(miners), same goes for the resume.
