The correct namespace now is "net.minecraftforge". The mod doesn't load, doesn't show in the mod list. No sign of an error in error log.

VikeStep explicitly said in the README that this is outdated. You are right, all cpw.mods.fml classes were moved to net.minecraftforge.fml in 1.8. A Cmd-Shift-O in Eclipse, in the classes com.vikestep.anticacti.AntiCactiPlugin and com.vikestep.anticacti.AntiCactiModContainer, should solve this problem.
