gnutls 3.3.12 fails to configure

After some Googling, it appears to be related to autogen. Adding the following string to end of the configure line (1077) for build_gnutls() fixes it:

--enable-local-libopts

Full line:

generic_configure "--disable-cxx --disable-doc --enable-local-libopts" # don't need the c++ version, in an effort to cut down on size... XXXX test difference...

Thank you for suggesting this. Whilst gnutls compiles without --enable-local-libopts just fine on my Cygwin, let's pass this option to configure anyway if it helps. Code size optimization is not an aim of this script.
