Introduce new parameter to
fetchRemoteSerialFSAccesswhich allows overriding (reducing)maxConcurrentHttpRequestsPerOriginset in global config for each download individually. Use it to limit concurrent downloads when fetching Skyrising manifests and versions details.This should fix recurring CI fails on tests which use Skyrising metadata.
