inline `gulp/cli`

cli is not working now. Need to create one bin:

- `gulp` for saving the backward compatibility. But I don't need to save the compatibility with the original gulp tasks because the user can install the original `gulp/cli` package. The `gulp` command should run only the `jobo` code with the same command line args.
