This copies the .gitattributes file from the Zero-K repository, and adds .css to the list of always-text files.
This ensures we have no CRLF checked into the index. This process can be automated by the following: git add --renormalize .

This applies only to trailing whitespace after real content. Lines consisting entirely of whitespace have been left untouched. The process in ZeroK-RTS/Zero-K#3703 is repeated for Chobby, except that Chobby's files are already all either us-ascii or utf-8 (yay!)
Statistics:
There are some very unusual mixed line endings in
libs/lcs/docs/luadoc.cssnot corrected here, but that can be saved for a later PR.
