Validate compliance with requires nodes in SDK manifests #65
Description
If an SDK manifest indicates that it complies with a feature but then does not indicate that it complies with a feature required for that feature, then the build must fail.
Follows on from the work done in #63, in that case we would be checking that Debugging: Error Information has been complied with if either REST: Request Identifiers or REST: Support Hyperlink on Request Failure are complied with (as they both require it).
