Limit the size of Uploaded profile pictures

Currently the profile picture upload is unlimited for size. This allows people (like tom) to upload very large images.

Need to limit this to a certain size. We should discuss what size is appropriate.

If we allow uploading of large images, then we should automatically process them into a "max" size by dimensions
