Upgrade @actions/cache version to 3.2.2

Description:
Sometimes this action experiences an infinite hang during the cache download step.

The primary issue seems to be outlined in actions/cache#810. Fortunately, it appears to have been addressed in actions/toolkit#1484. The resolved version of @actions/cache is 3.2.2.

I've crafted this patch to utilize the updated @actions/cache, aiming to rectify the problem.

• Fixed PR in the library: Add option for concurrent cache downloads with timeout toolkit#1484
