remove use of jest-plugin-fs to fix the issues

Having trouble with the tests running on CI, its timing out because of --runInBand (not even any logs), which works locally. Unfortunately removing --runInBand is causing timeouts when running locally. Will have to revisit this later.

A newer version of @​oclif/core exists, but since this PR has been edited by someone other than Dependabot I haven't updated it. You'll get a PR for the updated version as normal once this PR is merged.
