Live Preview does not automatically start after specifying Base URL

Use the Server Smokes setup for this recipe. I noticed this on Windows with WAMP (haven't tried yet on Mac).

1. Use File > Project Settings... to remove Base URL, if specified. Click OK.
2. Select server.php file, and start Live Preview.
3. Project Settings dialog prompts for a Base URL. Enter it and click OK.

Results
Project Setting dialog is dismissed, but Live Preview is not started. Note that Live Preview works if you start it again, but this extra step was not required in Sprint 25.

Expected
Live Preview is automatically started after dialog is dismissed as it is in Sprint 25.

@redmunds Can you repro this in my branch jasonsanjose/issue-3433-new? I haven't looked yet, but I wonder if this is a jquery/bootstrap/less bug or maybe the Dialogs API change.

@jasonsanjose Yes, this works in your branch. But your branch is way behind master, so I'm not sure what that proves. :) I tried to merge with master, but there's conflict in LiveDevelopment.js, so if you can resolve that conflict I'll try again.

Looks like my fix for #3343 had nothing to do with this bug. It was a Dialogs API change that caused the buggy behavior. See #4102.
