Long Exclusion Set name pushes edit icon onto new line

...and makes it challenging to click.

Steps to reproduce:

1. launch Brackets and open any project
2. + + F to display the Find in Project bar
3. Click the Exclusion Set dropdown button.
4. Click "New Exclusion Set..."
5. in the Name field of the resulting dialog, type a long name, such as "now is the time for all good men to come to the aid of their country.". Click OK.
6. Click the Exclusion Set dropdown button again.

Observed:
The new exclusion set name is added to the end of the dropdown list. However, there's also an extra, unselectable blank line added as well. If you mouse over the exclusion set name, the pencil Edit icon will appear at the right-side of the empty line. Trying to mouse over and click that icon is difficult -- it keeps disappearing thinking you're no longer browsing over that exclusion set item anymore.

Expected:
That the pencil icon would appear on the same line and not be difficult to click.

Found while testing the feature in Pull Request #7836.

@njx @RaymondLim IMHO, this is probably low priority since it's mostly cosmetic, other than the difficulty of clicking the edit icon.

@RaymondLim Actually, I just checked and I can reproduce this on my Mac as well, just by following my steps from above.

This happens only when you have empty exclusion set even with a 22 characters long name. So fixing #7961 will fix this too.
