[Themes] Live Switching back to Default doesn't work

Live Switching from any theme (in my case "Thor Dark") back to default doesn't work. Just try it.

I need to run for now, but the problem appears to be that the default theme stylesheet is actually just empty.

So, to scope all the scrollbar stuff as well, we need a change in thememanager.... It didn't register before. The scrollbar stuff does not make it through the less processor.

These two need to be swapped:

2. https://github.com/adobe/brackets/blob/master/src/view/ThemeManager.js#L242

So that the less process does its magic, and then scrollbars are extracted out with all the pretty logic. I haven't tested this, but I am expecting it will work.
