Multi-line comments in head.html break local updates

To Reproduce
Steps to reproduce the behavior:

1. Add a multi-line comment to the head.html
   ex

2. Check it in
3. run aem up
4. make an update to head.html locally, notice it doesn't update

Expected behavior
It should update

I wasn't able to reproduce with a single line comment
